From the Consequences of Sins and Disobedience

And from the Consequences: It blinds the heart.
And if it does not cause it to be blind, it will weaken its vision. And If the heart becomes blind and weak, it will lose out on being able to recognize guidance and lose its strength in applying it, all in accordance to the level of weakness and strength of its sight.

For verily the perfection of a human revolves around two principles: Recognizing truth from falsehood and preferring it (over falsehood).
Ibn Al-Qayyim did not say absolute perfection, because we cannot reach it. We can only be as perfect as humans can be.
Your perfection is based on علم (Knowledge) + عمل (Action). Your Knowledge is recognizing the truth, and your action is preferring it over falsehood.
That is why, in Surah Al-Fatihah [1:7]:

"The Way of those on whom You have bestowed Your Grace , not (the way) of those who earned Your Anger (such as the Jews), nor of those who went astray (such as the Christians)."
"صراط الذين أنعمت عليهم" - They have knowledge along with action. This is perfection.
"غير المغضوب عليهم" - They have knowledge without action
"و لا الضالئن" - They perform action without knowledge
And the creation will not lose its rank with Allah in this world and the next except in accordance to how much it loses out on these two matters; and these (two matters) are what Allah praised the Prophets for in Surah Sad [38:45]:

"And remember Our slaves, Ibrahim (Abraham), Ishaque (Isaac), and Ya'qub (Jacob), (all) owners of strength (in worshipping Us) and (also) of religious understanding."
People are of different levels. Everyone has a different position with Allah. This difference is according to how much they have علم (Knowledge) and perform عمل (Actions).
So "الأيدي" is strength in abiding by the truth, and "الأبصار" is insight in the Religion; so Allah described them with perfection in discerning the truth and perfection in applying it.

And people are divided into four groups regarding this position, and these (the aforementioned) are the most noble group with Allah and the most honourable.
Group Two: Those who opposite of them (the first group); Those who have no insight in the Religion, nor strength in adhering to the truth.
They are the majority of the creation, whom seeing is like a speck in the eyes, fever of the souls, disease of the hearts, they constrict places, cause the prices to rise, and you do not benefit from their companionship except in shame and repugnance.
They have no علم and no عمل. This group is like a sickness in the society; spoiling it.
Group Three: Those who have insight of the Religion and knowledge of it, but are weak. They neither have strength to adhere to it nor to call to it. And this is the state of the weak believer, and the strong believer is better and more beloved to Allah than the weak believer.
They have علم but no عمل.
Group Four: Those who have strength, determination, and resolution, however they have weak insight of the Religion. They are not able to distinguish between the Awliyaa of Allah and the Awliyaa of the Shaytan. He thinks everything black is dates, everything white as fat, he thinks the tumor is fat, and the beneficial cure as a disease.
They have عمل but no علم. And in Surah Zumar [39:9], Allah says:

"Is one who is obedient to Allah, prostrating himself or standing (in prayer) during the hours of the night, fearing the Hereafter and hoping for the Mercy of his Lord (like one who disbelieves)? Say: "Are those who know equal to those who know not?" It is only men of understanding who will remember"
He has no knowledge, so he sees everything apparent and as one; he cannot differentiate.

And there is not among these groups who can become a leader in the Religion, nor have a position similar to that of the first group. Allah said in Surah Sajdah [32:24]: "And We made from among them (Children of Israel), leaders, giving guidance under Our Command, when they were patient and used to believe with certainty in our Ayat"
