This book was written in 300AH.

The bearer of the Qur'an has knowledge. He performs the pillars of Islam in accordance to the obligatory Sunnah of the Prophet.
Many people perform acts of worship without knowledge, and just imitate the actions of people. They may have even memorized the Qur'an yet you find them innovating while performing Hajj. Their memorization hasn't benefited them; they aren't considered true bearers of the Qur'an.

One should worship Allah with knowledge. If he doesn't know, he should ask. Ignorance isn't acceptable, especially when it comes to the obligatory acts of worship.

فقه العمل isn't enough. You have to have فقه الاعمال القلبيه.
Your knowledge of performing acts of worship should include knowledge about the actions of the heart. It isn't enough to perform an act of worship externally, void of a heart. Your heart should react. One of the description of the hypocrites is that they performed everything outwardly, but there was nothing in their hearts.

He wages war with knowledge
Umar Ibn Abdulaziz used to say, "Whoever worships Allah without knowledge will spoil more than he reforms"

E.g. People nowadays claim they're performing Jihad while they lack knowledge about the restrictions and laws for Jihad. Because of their ignorance they make mischief in the land and call it جهاد في سبيل الله.
The Prophet described the Khawarij in Sahih AlBukhari (#3344). You may belittle your recitation of the Qur'an in comparison to theirs, but it doesn't go past their throats (it doesn't affect their heart and actions). They will leave the religion like an arrow passing through the game (i.e. They will leave Islam and come out of it without having any trace of Islam on them). And they will kill Muslims and leave the مشركين. The Prophet said that if he lived to see them, he would kill them all. And yet they recite the Qur'an, fast, and pray.
If they just looked into the biography of the Prophet, they'd find that he forbade the killing of women and children. But they consider killing them a good deed, and consider suicide a form of جهاد, while the greatest crime after شرك and كًفر is killing. If they really had knowledge they wouldn't dare do it.

The true bearer of the Qur'an goes for جهاد with knowledge. In this day and age there is no جهاد. The only جهاد that is valid in this present time is seeking knowledge and spreading Islam.

Ibn Muljam killed Ali Ibn Abi Talib. The Khawarij choose the blessed seasons and days to kill, thinking it is superior with Allah. When he killed Ali Ibn Abi Talib at Fajr prayer during Ramadan, he was reciting the verse, "و من الناس من يشري نفسه ابتغاء مَرْضَات الله" thinking that killing Ali brought him nearer to Allah.

If جهاد isn't disciplined with the Qur'an and Sunnah, it will be considered mischief in the land.

He earns with knowledge, and spends with knowledge
He eases in matters with knowledge, and tightens in them with knowledge
The Qur'an and Sunnah have taught him his manners.

He knows when to give and when to refrain. He knows who deserves to be given and who doesn't. He loves people with knowledge and hates them with knowledge.
He acts upon the statement of the Prophet, "A slave of Allah will remain standing on the Day of Judgement until he is questioned about four things:
1) His life on earth and how he spent it
2) His knowledge and how he utilized it
3) His wealth and how he acquired it and what way he spent it
4) His body and how he wore it out" (At-Tirmidhi )

He implements whatever he reads in the Qur'an and Sunnah and doesn't like to be ignorant regarding it.
He doesn't exempt himself from any verse in the Qur'an. He considers himself meant by every verse in the Qur'an; that Allah is addressing him in it.

He has made knowledge his دليل to every goodness.
